  1.              W H A T   I S   L O T T O   ?

  3.     This following section will describe what a "lotto"
  4.  type game is, and what it is not.  There are many games
  5.  where you pick from 3 to 4 numbers and order is important.
  6.  Each number can be between 0 and 9, inclusive.  These 
  7.  games are "permutation" based.  These games are called
  8.  PICK-4, PICK-3, CASH-3, DAILY-3, and many other names.
  9.  THEY ARE NOT LOTTOS.
  10.     A "LOTTO" is a combination based game.  Combination,
  11.  means the order of the winning numbers is not important.
  12.  The lowest number in all games is 1, and the highest 
  13.  number varies from game to game.  Almost all lottos have
  14.  5 or 6 numbers which are drawn one at a time from the
  15.  total group of numbers that are used. A games descriptor
  16.  can be formed by combining the number of numbers drawn
  17.  with the highest allowed number.  For example, 6/49, 5/39,
  18.  7/54.
  19.     A few states use a bonus number.  Some call it a 
  20.  supplemental number.  Some call it an alternate number.
  21.  This "bonus" number is used to determine a consolation
  22.  winner, when there is not jackpot winner. This prize is
  23.  usually a 1st or 2nd place prize, and it not like other
  24.  drawn numbers which can produce 3-matches, or 4-matches.
